My plan is Starter and I have uploaded 8000 photos in the past months. Isn’t that 10000 per month?

You have used 9303 of the 10000 source images available on your plan. 697 of your 993 images you selected will be uploaded.
To upload more source images, you’ll need a Starter or Enterprise plan.
The storage limit is total number of images in your workspace at a given point in time, not a monthly upload limit. Hope that helps!
Is the limit I purchased now mine permanently and will it not reset?
Image limit upgrades will allow you to maintain more images in your workspace, and will recur each month you are subscribed. You can increase or decrease these limits as you need in the Usage page.
Will the limits and photos I purchased be deleted when I downgrade my plan, or will I just not be able to use them in the downgraded plan? If I upgrade again, will the increased limits return?
If you downgrade your plan, your data will remain private but won’t be usable. If you re-upgrade, you’ll be able to access the images again.
