Does the latest roboflow no longer support non-English annotations in the last yolov8 format?

Yes, that’s correct. We only support alphanumeric letters for class names/annotations.
This is because there a lot of models do not support non-latin/alphanumeric characters and it’ll cause issues during training or deployment.
